Harkaraj Rai Accuses Government of Avoiding Accountability, Speaker Warns MPs Over Parliament Disruption

Kathmandu: Shram Sanskriti Party chairman Harkaraj Rai has accused the government of avoiding accountability by failing to respond to questions raised in parliament.
Speaking during Wednesday’s meeting of the House of Representatives, Rai criticized the absence of concerned ministers while lawmakers attempted to raise public issues ranging from border disputes and inflation to compensation for cooperative fraud victims.
“We want answers to people’s questions, not personal questions,” Rai said in parliament. “We have tried to ask where the money being returned to cooperative victims is coming from and many other important issues. But the concerned ministers are not coming to the House.”
He further argued that the government was not properly implementing parliamentary regulations related to the presentation and discussion of policies and programs. According to him, the government has a constitutional responsibility to remain accountable to both parliament and the public.
“The government must be accountable to this House and the people,” he said. “What does it mean when the government’s representatives are absent in the House where public concerns are raised? The government has run away from that duty.”
Meanwhile, Speaker Dol Prasad Aryal issued a stern warning to lawmakers of the Shram Sanskriti Party Nepal for repeatedly disrupting parliamentary proceedings.
The warning came after Rai and other party lawmakers displayed placards and staged protests inside the House chamber during Wednesday’s session. Speaker Aryal said such actions were against parliamentary dignity and violated Rule 30 of the House of Representatives Regulations 2079 BS.
“Since honorable members of the Shram Sanskriti Party, including Honorable Harkaraj Rai, have regularly displayed placards and engaged in indecent behavior contrary to the dignity of the House, I warn them to immediately correct their activities and behavior,” Speaker Aryal stated during the meeting.
Lawmakers from the Shram Sanskriti Party have been continuously protesting against Prime Minister Balendra Shah in parliament, demanding greater accountability from the government.
As the Speaker issued the warning, Rai walked out of the parliamentary chamber expressing dissatisfaction. The political atmosphere inside parliament has grown increasingly tense, with Speaker Aryal signaling that stricter action could be taken under parliamentary rules if disruptions continue.
